L: Local Governing and Self-Governing
Local Governing and Self-Governing - Local Governing and Self-Governing is exercised by citizens through local Councils of Deputies, executive and regulatory bodies, bodies of territorial community self-governing, local referenda and meetings.
The local Councils of Deputies are representative bodies of the state power in the area of respective administrative and territorial units and the basic component of local self-governing.
The Constitution stipulates the exclusive authority of local Councils of Deputies in the following spheres: approving programs of economic and social development, local budgets and budget execution reports; imposing taxes and duties in accordance with the law; setting the procedure of communal property management and disposal within the limits provided for by the law; and calling local referenda.
The local Councils of Deputies are elected by citizens of the respective administrative and territorial units for a four-year term. Heads of local executive and regulatory bodies are appointed and dismissed by the President or in accordance with the procedure set by him/her and their appointment is approved by the respective local Council of Deputies.
The Constitution of the Republic of Belarus stipulates that decisions of local Council of Deputies, and executive and regulatory bodies taken within the limits of their authority are binding in the respective area, that is one of the guarantees of their efficient activity.
